Section 17
Nomination of Candidates
(1) According to section 13, a person who is not disqualified may be nominated as a candidate in the elections held in accordance with this Act.
(2) When nominating a candidate in the election according to sub-section (1), there shall be one proposer and one supporter as follows:-
(a) A person whose name is registered in the voter list of the respective ward for the post of ward chairman and ward member of rural municipality or municipality,
(b) A person whose name is registered in the voter list of the respective rural municipality or municipality for the position of president, vice president, chief and deputy chief,
(c) Members of the respective Village Assembly or Municipal Assembly for women and Dalit or minority community members of the Village Executive and City Executive,
(d) Head, Deputy Head and Member of the District Coordination Committee for the member of the respective District Assembly.
(3) In relation to the candidate nominated by the party, such party must also have given him a formal letter and the official of the party who is authorized to provide a formal letter according to section 18 must also send a copy of such letter to the election officer.
(4) When submitting the nomination papers according to sub-section (1), the party shall arrange for submission of nomination papers such that 50% of the nomination papers shall be women candidates among the chairman and vice chairman, chief and deputy chief and chief and deputy chief of the district coordination committee. But if the party nominates only one candidate, the provisions of this sub-section will not apply.
(5) According to sub-section (1), when submitting nomination papers for the post of female ward member of the ward committee of a rural municipality or municipality, the party shall make arrangements to submit nomination papers so that there is at least one Dalit female candidate. But if the party nominates only one woman for the post of ward member, the provisions of this sub-section will not apply.
(6) In case a person is nominated according to sub-section (1), he should also sign his consent in writing on the nomination paper.
(7) A person may be nominated for one election by a maximum of two nomination papers.
